Hypnagogic pop emerged in the 2000s as a broad movement of underground Neo-Psychedelia and Noise artists who began making music unified by a similar approach: nostalgic reminiscences of 1970s/1980s popular music and consumer culture, filtered through hazy, low-fidelity production. Artists, drawing on their childhood memories, frequently employ or emulate outdated recording technology (analog synthesizers, retro FX) and privilege formats such as cassette and VHS to evoke the era.  Common reference points for hypnagogic pop artists include the sounds of old Synthpop, radio-friendly Rock, synthesizer soundtracks, and New Age, which may then be refracted or deliberately distorted through experimental composition or improvisation, intensive studio FX, and tape hiss. Artists such as James Ferraro and Ariel Pink's Haunted Graffiti are commonly recognized as early figureheads of the movement, with small scenes centered around cassette labels such as Not Not Fun Records or New Age Tapes.  The term was coined by journalist David Keenan in 2009 to refer to the approach, which he described as "pop music refracted through the memory of a memory." Hypnagogic pop is sometimes conflated with the contemporaneous Chillwave style, but is distinguished by its more experimental and conceptual approach, which places less emphasis on accessible pop hooks and production sheen. Hypnagogic pop would also directly influence the subsequent Vapor movement, which inherited its fascination with 1980s pop culture but abandoned its lo-fi sound.

Hypnagogic pop is pop or psychedelic music that draws heavily from the popular music and culture of the 1980s – also ranging from the 1970s to the early 1990s. The genre reflects a preoccupation with outmoded analog technology and bombastic representations of synthetic elements from these epochs of pop culture, with its creators informed by collective memory as well as their personal histories. Per the imprecise nature of memory, the genre does not faithfully recreate the sounds and styles popular in those periods. In this way, hypnagogic pop distinguishes itself from revivalist movements

Maus' early influences included Nirvana, Syd Barrett, Jim Morrison, and composers of the Medieval, Renaissance, and Baroque eras. In 1998, he left his hometown of Austin, Minnesota to study experimental music at the California Institute of the Arts. When he befriended and first worked alongside classmate Ariel Pink, he took a greater interest in pop music. He produced most of the music from his first two albums Songs (2006) and Love Is Real (2007) on cassette tape with an early 1990s sound bank.
